The issuance procedure of temporary residence permits for foreigners was approved in Ukraine (explanation)

KYIV – The procedure for registration and issuance of temporary residence permits has come into force, reports the Institute for Religious Freedom.

The document was approved by the decree of the Ministry of Internal Affairs of Ukraine # 602 dated August 23, 2011. Registration in the Ministry of Justice of Ukraine took place on September 20, 2011, # 1110/19848.
 
The procedure determines the processes for registration and issuance of a temporary residence permit to a foreigner or stateless person. Including for people who come to work in Ukrainian religious organizations registered in Ukraine in the prescribed manner on the basis of invitation from a religious organization, as to be certified by the Ministry of Culture of Ukraine, and a Type-D Visa that includes the special inscription on the visa label “Work in a religious organization”.

According to the paragraph 4 of the Rules for registration of a temporary residence permits, a foreigner must submit to the territorial authority of the State Migration Service of Ukraine at the place of residence the following documents:
  1. An application (in the prescribed form) of foreigner to obtain a temporary residence permit;
  2. A host application (in the prescribed form) for registration of a temporary residence permit to a foreigner or stateless person;
  3. 4 photographs of the foreigner sized 3.5 x 4.5 cm (in matte paper);
  4. The foreigner's passport (is returned after its presentation), with a Type-D Visa that includes the special inscription on the visa label;
  5. The copies of the passport personal data and visa pages;
  6. A translation of the passport personal data page in the Ukrainian language, certified in the manner established by Ukrainian legislation;
  7. Documentation proving the ownership of the housing property where a foreigner is entitled to the residence registration, and an application of a foreigner or stateless person for the residence registration, which is considered by the territorial authority of the State Migration Service of Ukraine. (The originals of these documents are returned after their presentation and their copies, certified in the prescribed manner are attached to the case) ;
  8. A copy of the organization order document on the appointment of the employee responsible for receiving and registration of the foreigners’ documents on the right of residence in Ukraine, certified in the manner established by Ukrainian legislation;
  9. A copy of the passport of the authorized representative of the host, certified by the signature of the owner;
  10. A proof of the payment of state duty for the issuance of temporary residence permits (in the amount of UAH 34).

In addition to these documents, foreigners and stateless persons who arrive in Ukraine to work in religious organizations, must also submit:

  • An application from a religious organization for registration of a permit to foreigner;
  • The originals (are returned after their presentation) and copies of documents confirming registration of religious organization in the prescribed manner;
  • A copy of the invitation, certified by the Ministry of Culture of Ukraine, which became the basis for getting of a Type-D Visa for a foreigner.
